Rate a whole range against a lot and lead with the designs that score best. Ratings are deterministic and versioned — a contours-based preliminary rating (silver-star PILR) upgrades to a gold-star ILR once survey or LiDAR floor levels come in, so the story holds from sales pitch to handover.
